Belgrade welcomed its liberation as a devastated city. It was therefore necessary to take measures to solve the problem of food supply, revitalisation of production and public utilities, including transport. Belgraders who were capable of military service were organised in citizens' and youth work brigades clearing the rubble. By cutting trees on Mt. Rudnik and Mt. Crni Vrh firewood for the city was secured. In order to provide necessary foodstuffs, Belgrade authorities were trying to establish connections with Vojvodina and with the hinterland in the interior of Serbia. An appeal was sent to the population, in January 1945, to till all agricultural land and youth work brigades were sent to the fields in Srem (Sirmium) and southern Banat to pick 18,000 acres of corn that was not picked.
